Permanente Metals Corp., Richmond No. 1 Yard, Richmond CA

Permanente Metals #1 Yard was one of the original nine emergency yards, built with 7 ways by Todd and Kaiser in 1940 as Todd-California Shipbuilding, to build "Ocean"-class cargo ships for Britain.  Kaiser subsequently bought Todd's interest in the yard and renamed it.  It closed at the end of the war.  The yard was located at the west end of Wright Avenue: see the site from the air on Google here.
