William R. Trigg founded the Richmond Locomotive Works and is said to have done "more to build up the manufacturing interests of Richmond than perhaps any other man". He obviously had all the right connections, judging by the short but impressive construction record, but his shipyard failed in 1903 and its last vessel was never finished.
